Since the line is perpendicular, we know that the slope is reciprocal and negative to the other one.

So,

y = -4x + b

We want to find the y-intersect (b) so substitute the intersected points and solve for it.

2 = -4(2) + b

2 = -8 + b

2 + 8 = b

10 = b

So the complete equation would be:

y = -4x + 10
